Paul Courtney - President

Paul CourtneyMr. Courtney has led successful Federal contracting efforts ranging in size from $200k to over $250 million. He has successfully run 26 Prime Federal Contracts, 13 at the Defense Intelligence Agency, and has never lost a re-compete of a prime contract.

Mr. Courtney began The Buffalo Group with his business partner Paul Schlee in order to provide the highest level of service to the federal government.

The goal is to provide the agility of a well funded small business with the mature business practices learned while working for members of the Fortune 500.

As Vice President and Division Manager of SAIC, Mr. Courtney was responsible for managing a portfolio of contracts worth over $130 million/year. This portfolio was primarily facing the ODNI agencies and provided a wide range of Intelligence Support services.

Prior to joining SAIC Mr. Courtney was responsible for starting and leading the Federal Business Division of SM Consulting Inc. (SMC)

Under Mr. Courtney’s leadership, SMC’s Federal Division grew from 1 to over 300 employees. SMC was known to have superior staff performance, program management, recruiting and retention. SMC was acquired by SAIC in May 2008. Mr. Courtney worked diligently for one year after the transaction to support the integration of over 500 employees into their new company. The integration of SMC into SAIC is considered to be a huge success.

Prior to starting SMC’s Federal Division, Mr. Courtney began its Washington DC office. This branch office, focused on the highly competitive Commercial Information Technology sector. Within one year the newly formed office was profitable and within two years had over 20 customers with 100 employees.

Mr. Courtney joined SMC in 1996 providing recruiting and business development. Recruiting is still a passion for Mr. Courtney and for The Buffalo Group because of the belief that hiring the best is paramount to program success. Mr. Courtney began his career as a District Manager for Automatic Data Processing where he achieved Presidents Club and was promoted three times in two years.

He holds a Bachelor of Science from Canisius College, Buffalo NY.

Paul Schlee - Executive Vice President

Paul SchleePaul Schlee has successfully captured and managed dozens of federal and commercial contracts worth millions of dollars. He has worked with numerous defense and intelligence agencies as well as Fortune 1000 companies some of which include the Federal Bureau of Investigation, Defense Intelligence Agency, Department of Defense, GEICO Insurance, McCormick Spice, and Fannie Mae.

Having worked with both the Federal and Commercial sectors, Mr. Schlee brings a unique perspective to the federal contracting industry.

Having joined SM Consulting in 1996, Mr. Schlee was afforded the opportunity to assist in growing the business from 15 employees to a company of over 500. Being one of the principal’s at a small firm, Mr. Schlee handled a myriad of duties including, recruiting, contract management, customer relations, sales and assisting in both the management of the business and personnel.

After successfully assisting in the growth of the commercial division of the company, in 2000 Mr. Schlee joined its Federal Division.

The Federal Division of SM Consulting quickly became one of the fastest growing federal contractors in the nation. During their tenure, SM Consulting was named to Inc. Magazine’s list of the 500 Fastest Growing Companies in the Nation over four times, was recognized by Deloitte and Touche as one of the fastest growing firms in the nation, and was also named to the Greater Washington Fast 50 List.

In 2008 SM Consulting was acquired by SAIC. Mr. Schlee worked at SAIC for more than a year to assist in the successful transition and integration of SM Consulting. Senior leadership from both companies and more importantly, the employees, have counted the acquisition and transition as a great success.

Prior to joining SM Consulting, Mr. Schlee worked for the Scoular Company, then the 50th largest private company in the United States. As a commodity trader for The Scoular Company, Mr.Schlee traded millions of dollars of commodities on an annual basis and was recognized for growing the quickest book of business for a new trader.

In his role trading commodities, Mr. Schlee consulted for national publications in regards to market intelligence. As a fervent entrepreneur, Mr. Schlee has also successfully managed and sold two other small businesses. Mr. Schlee holds an Associates Degree, Cum Laude, from Paul Smith’s College and a Bachelor’s Degree, Cum Laude, from Alaska Pacific University.

Mike Courtney - Vice President of Operations

Mr. Courtney has over twenty-five years of professional management and operations experience supporting both commercial and Federal markets.

He has provided oversight on numerous Federal programs to include the Department of Defense, Defense Intelligence Agency, National Geospatial-Intelligence Agency, Central Intelligence Agency, U.S. Department of State, Department of Justice, and Department of Homeland Security.

Mr. Courtney has provided oversight to 26 prime contracts, valued at $100M annually.

He has successfully won all-recompletes and has successfully deployed more than 300 linguists, analysts, and various positions to Iraq, Qatar, Kuwait, Afghanistan, and various African countries.

Mr. Courtney has experience and dedicated to personnel management such as personally making over 15 trips overseas to visit employees and customers. He oversaw the ACCET (recognized by U.S. Department of Education since 1978) accreditation of a two-track (operational readiness and document/media exploitation) in-house six week pre-deployment training program.

He has also served as Acquisition manager and Transition Manager for a $256M DIA NMEC Document and Media Exploitation program and has successfully transitioned nine contracts into one while overseeing the deployment of 166 positions, including: linguists, forensic specialist, analysts, QC specialist, report writers, and various management.

Mr. Courtney received a Bachelor of Science degree in Marketing at Niagara University in 1985.

Jason Kozlowski — Vice President of Programs

Jason Kozlowski has over 12 years of experience managing complex programs and task orders for the Defense and Intelligence Community as well as the Commercial market. Mr. Kozlowski’s relevant experience includes the management of an over $32 million IDIQ, management of 30 awarded task orders with successful delivery of services on each, and a portfolio of Federal Language, Intelligence, and Logistics Programs valued at more than $287 million.

Mr. Kozlowski has directly supervised over 300 employees in both CONUS and OCONUS locations and he possess over 12 years supervisory experience; directing daily activity for recruiting resources, project managers, task managers, and deputy’s.

Mr. Kozlowski’s background is in sales and recruiting in the Federal and Commercial market where he was quickly promoted into lead positions.

Mr. Kozlowski holds a Bachelor of Arts in Political Science from West Virginia University.
